The acceleration of geopolitical upheavals, as well as the collective awareness of the fragility of economic models in the face of the violent shocks of climate and health crises, have brought the subject of sovereignty back to the forefront of the political, economic and citizen agenda with unprecedented acuity. It is a requirement with multiple dimensions, the intensity of which varies according to geographical areas and periods.
However, the claim to sovereignty cannot be total or encompass all its dimensions, as economies and peoples are interdependent. Its exercise depends on the complexity of the issues it covers, the strengths and weaknesses in place, as well as political trade-offs. It is thus expressed in variable geographical frameworks — a region, a country, Europe — according to political and budgetary needs and choices.
The assertion and exercise of sovereignty require a strong will and an appropriate allocation of financial resources. This is where financial players come in. Their role, responsibility and interactions with other stakeholders — political authorities, businesses, citizens — raise numerous questions.
The 16th Convention aims to discuss the different dimensions of sovereignty, the dependencies suffered or assumed that constitute the opposite, as well as the way in which the financial professions can contribute, according to collective choices, to the general interest by limiting external constraints as much as possible.
